（三）誤導國際社會認知，損害大國關係和中國國際形象
首先，美國對台灣問題國際化的叙事建構引發國際社會對台灣的政治地位出現錯誤認知。台灣是中國的一個省級行政區劃，台灣問題純屬中國內政；但美國的“台灣問題不是中國內政”的政治叙事，容易傳播“台灣并非中國一部分”的觀念，進而誤導國際社會對台灣政治地位的認知。例如，2022年5月，歐洲著名智庫“全球安全”（GLOBSEC）對中東歐9國進行民調并出台年度政治趨勢報告，新增“台灣地位”調查，結果顯示平均41%的中東歐民衆認為“台灣是獨立國家”，認為“台灣是中國一部分”的比例僅為13%。〔23〕當前，有越來越多的西方陣營政府高層附和拜登政府所拋出的“台灣問題不是中國內政”、“台海和平攸關全球”等說辭。例如，2023年4月，英國外交部長詹姆斯·克萊弗利在G7外長峰會後接受“衛報”采訪提出，他“從根本上不同意台灣海峽是北京的內政”，并稱保持台海局勢的穩定“符合所有人的利益”。〔24〕隨著日本、德國、澳大利亞等美國盟友不同程度地追隨美方相關論述，美西方在台灣問題上的“凝聚力”正不斷增強，而台灣問題又屬於中方核心關切，這一趨勢必然會對中國與美西方國家的整體關係發展造成干擾，也使中國與西方大國關係的穩定發展受到影響。
其次，美方不斷渲染台海局勢升級以及大陸的“侵略者”形象使中國在國際上的形象受損。例如，2022年6月，北約峰會通過第8版“戰略概念”（Strategic Concept）首次提及“中國挑戰”，稱“中國的雄心壯志和脅迫性政策挑戰著我們的利益、安全和價值觀”，〔25〕2023年3月，英國新版國防報告（Integrated Review Refresh 2023）也首度提及台灣問題，指責大陸在南海和台海上的立場“更加具有攻擊性”。〔26〕可見，美國涉台認知戰中對中國大陸的抹黑有損我國在國際上展現負責任的大國形象。
四、結語
隨著認知域戰略性地位提升以及美國對華戰略競爭邁向縱深，認知戰成為中美博弈的新疆域。當前，美國正利用其在國際上的資源、話語、技術等優勢，在台灣問題上對華發起猛烈認知戰攻勢。特別是近來美國不斷在對台政策框架論述、聯合國第2758號決議等議題上進行挑釁，其在國際上散播“台灣問題不是中國內政問題”的圖謀都對中國主權安全造成嚴重侵犯。對此，我們應高度警惕，一方面全面提升數字時代對認知戰的戰略研判水平，深化應對域外大國在台灣問題上對華認知對抗的機理研究；另一方面主動“走出去”，打破美國在國際社會引領輿論常態，講清台灣問題是中國內政的歷史脈絡和事實邏輯，重新塑造國際社會對台灣問題的正確認知。
