安倍晉三始終將修改憲法作為其內閣最重要的目標之一，其目的是為日本成為軍事大國鋪路。美國總統特朗普主張“盟國應該分擔”聯盟的經費，這也給日本安倍晉三內閣將日本防衛經費實現六連增提供了藉口。2017年12月15日，日本政府確定，2018年度初始預算案中涉及防衛領域的經費(包含美軍重組費用)將達到史上最高的約5.19萬億日元(約合3047億人民幣)，包括為引進美國陸基“宙斯盾”系統和採購日美聯合研發新型攔截導彈“標準”-3block2的費用。日本政府打算將海上自衛隊最大護衛艦“出雲”號改造為日本二戰後第一艘攻擊型航母，搭載F-35B戰鬥機。
近年來，日本積極與越南、菲律賓、印度、澳大利亞、英國、法國等發展海洋安全合作關係，以構建和加強為日本所用的國際海洋安全合作機制。在特朗普總統宣佈美國退出TPP後，日本主導了“全面且先進的跨太平洋夥伴關係協定”(即“新版TPP”，Comprehensive Progressive Trans-Pacific Partnership，英文縮寫CPTPP)談判。2017年11月11日，日本和越南在峴港宣佈“11個國家就CPTPP達成了框架協議”。但此次達成的框架協議實際上已經凍結了20個項目。安倍晉三政府的主要目的是“一邊維繫與美國的關係，一邊推進由日本主導的海洋安全與經濟合作”。〔35〕
